Economic Impact

The Alliance International Bridge, owned by the City of Donna, is located in the heart of two Master-Planned Communities, one on each side of the Rio Grande River.

 

On the Mexico side, the State of Tamaulipas has adopted a Master Plan to develop over 8,000 acres in and around the Southern side of the Alliance International Bridge. The development is planned to include over 1,000 acres of industrial park, completely located within the Mexican Port of Entry. This will allow manufacturers to produce products without paying an import tax on U.S. components until after the finished products are exported to the U.S. The state of Tamaulipas plans to invest approximately $500 million and to create approximately 25,000 jobs through private-public partnerships.

 

On the U.S. side, the City of Donna has created one of the largest Tax Increment Reinvestment Zones (TIRZ) in Hidalgo County, called the Alliance River Crossing Project. The TIRZ captures the tax revenue from incremental increases in the property values in the area and then directly reinvests them into the area’s public improvements and infrastructure projects. The project is estimated to generate $54,545,000 in development reimbursable infrastructure incentives to stimulate economic growth and job creation over the 25 to 30 years of the planned development. Alliance River Crossing Project plans to invest over $950 million and to create approximately 7,000 jobs through private-public partnerships.
